The Teachers Service Commission (TSC) has opened the online window for wealth declaration with the 2025 exercise running through 31 December 2025.
Teachers have been encouraged to declare their income, assets and liabilities online via the Teachers Online portal.
What’s new in the law
The new Conflict of Interest Act, 2025; which repeals the Public Officer Ethics Act will anchor wealth declarations across the public service. It keeps the every-two-years rule and expressly sets the declaration window in November and December of the declaration year. It also strengthens penalties for offences under the Act.
Under Section 34, public officers must declare every two years within November–December; initial declarations are due within 30 days of appointment, and final declarations within 30 days of exit.
Where no specific penalty is provided, the general penalty is a fine up to KSh 4 million and/or imprisonment up to 10 years.

Who must declare , who should not
All teachers and TSC secretariat staff on the TSC payroll must declare their wealth . According to TSC guidline issued with the 2025 wealth declaration rollout, Intern teachers are exempt for this exercise.

How teachers should carry out Wealth declaration
1. Go to the portal: Visit the Teachers Online system and choose “Declaration of Income, Assets & Liabilities.” First-time users create a password (requires email and phone); returning users log in with TSC No. + password.
2. Confirm personal and employment details as prompted in the online form.
3. Use the tabs to add Income, Assets and Liabilities. Save each section as you go.
4. Add family disclosures: Enter details for spouse(s) and dependent children under 18, and capture their income, assets and liabilities as required by law.
5. Provide witness details (as requested on the form), then View Summary to verify everything before you submit.
6. Submit online and retain the acknowledgment/reference for your records (heads of institutions and TSC may reference it for compliance).
